Move repo from ZSEnext project nature to production database resource

With the ZSEnext project reaching completion, I would like to reflect the change in this repository's nature:

  1. Change remote URL from https://gitlab.opencode.de/uba-emsit/dev/ZSEnext to https://gitlab.opencode.de/uba-emsit/reporting/CSE
    • Make sure to update your local git configs!
  2. Salvage the last few TODOs from the current main README file and move those into repository issues
  3. Replace the main README with a "non-project" description of the database and the reason for this repository to exist.
