RFC: Apply small-buffer optimization to measurements.

There seem to be two common cases: Dozens of measurements when detailed data is supplied by the source. Or exactly one if we hard-code it in the harvester. So it appears sensible to apply the small-buffer optimization for one capturing this lopsided distribution.
