Adjust inconsistent casing of Länder-specific GIS licences.

Rust types are suppossed to use PascalCase, i.e. GeoNutzSt instead of GeoNutzST and I also opted to suffix the Länder instead of prefix them to stay consistent with how we name sources. This will also mean the GIS licenses of the various Länder will sort next to each other which seems rather useful. The main change however, is to the casing of naming of the facets where the usage of upper case word beginning completely breaks the sorting in the UI.
