Fix two-digit years and unaligned regions in suche-st harvester.

Some of our "oldest" datasets are press releases from the suche-st source, c.f. https://md.umwelt.info/search?origins_root=%2FLand%2FSachsen-Anhalt&time_range_until=1800-01-01. However, these are just two-digit years. The region is also resolved as "Halle" in NRW instead of ST, hence this makes use of our recently limited-alignment function.
