Start parsing the periods associated with BfN's project profiles.

This will provide time ranges for datasets like https://md.umwelt.info/dataset/projektsteckbriefe-bfn/-projektsteckbriefe-waldgartensysteme-wasys at the cost of half a dozen non-fatal error logs which we will have to whittle down following the usual process.
