Make build a manually triggered CI job

We really only need an optimized build when we want to deploy a new server version or run one of the data ingestion CI jobs all of which are manually triggered actions. Hence, it could save us (and OpenCoDE) quite a few CI minutes if we only perform an optimized build on demand when we plan to do one of those things.
