Start transitioning our Python tooling from Black and Flake8 to Ruff

Adam Reichold requested to merge use-ruff-instead-of-flake-and-black into main

This is basically functionally equivalent but much faster and we could eventually (when all dependent projects are changed) reduce this to a single tool.
