Use Poppler library to extract text from fetched PDF

This uses the Rust bindings to the mature Poppler library developed as part of the GNOME project. So to deploy this, we need to install the libpoppler-glib8 package on the server VM and libpoppler-glib-dev package on the development VM and the CI builder.
