RFC: The extra hop to enable potentially destructive jobs is not helpful anymore.

This carried its weight when testbetrieb and entwicklung were a single project and everybody could trigger all job. But now the benefit of avoiding accidentally triggering a potentially destructive job does not outweigh the cost of having to basically start every pipeline manually to set the variable, i.e. especially development of these scripts is significantly slowed down for little gain.
