set solr ownership after backup mount

David Rauh requested to merge set-solr-backup-ownership into main

The SOLR backup process fails, when the SOLR user (inside container) does not have the rights to write the backup. This MR will create the backup directory (if it not exists) and set the ownership for SOLR backup in the datacube VM.
