Adjust mssql-tools path for MSSQL-2019-CU28

The mssql-tools path was changed (Error 3217207) in the latest MSSQL update, and it does self signed certificates, thus the -C flag was added. https://learn.microsoft.com/de-de/troubleshoot/sql/releases/sqlserver-2019/cumulativeupdate28#3217207
