Add data cube upload job

David Rauh requested to merge 259-data-cube-data-upload into main

Add a job which downloads data and metadata from data cube repository and adds them to .Stat Suite. Some uploads will fail with an error even on an empty .Stat Suite due to inconsistency of the data repository. The job runs about 18 minutes on an empty database.
