Install python when starting a new "entwicklung" VM

Jakob Deller requested to merge entwicklung-install-python into main

As this adds about 1 GB of additional downloads, I would prefer to only enable this on request - can we add an additional variable PYTHON=[No/yes] to the CI that is passed on the the VM?
