RFC: Use a smaller flavor for the development VM to save energy and money

With the recently introduced caching, full rebuilds should become much more rare and remembering sharing a single four-core VM, I think we should be fine if everyone works with this smaller machine type to save energy (and thereby money).

If we encounter an usual task which needs more computing power, we can also always expand the VM on-demand via the OpenStack console.
