Build swagger ui image

The OpenAPI for SDMX and .Stat suite APIs are created dynamically by Swashbuckle.AspNetCore.SwaggerGen. To change servers, examples etc. we would have to change the source code of several API services. As we want to have UBA specific CSS and OpenAPI files we create our own swagger UI docker image which serves the API documentation for the Data Cube APIs.
