Use six hours as a default dummy lifetime value

Hi all, this is just a small change to introduce a default NO2 lifetime to the naive method (six hours). This actually makes the resulting numbers look very nice for Germany (2019: 1,200kt, 2020: 1,043kt). I will make sure to update this to be latitude, season and instrument depended in the future...
