Add a Docker image to check SCS compliance

This PR adds a minimal set of files to:

  • create a Docker image which holds all SCS compliance checks and necessary files
  • a GitHub Action that automatically builds and publishes the image to GHCR.io
  • a README.MD on how to use the Docker image
