Draft: Build/standalone tool

Hutomo Saleh requested to merge build/standalone-tool into main

This MR changes the current OCCMD build to run in the pipeline as a standalone tool. Previously, it requires the path to the cloned repository which was supplied by the data-provider. Now, it clones the repos by itself and only requires the project id as an argument.
