config: allow overriding of any config via env var

OC000014832448 anonym requested to merge 97-Core_Config_OverrideResourcesDirViaEnvVar into main

The OpenCoDE admins requested that we enable setting the resources directory via an environment variable. This PR enables this for all config options.
