add custom plugin repo via gitlab pages

the plugin approval process for the official qgis plugin repo can take several days and there is no well-established way to become something like a trusted publisher (apart from being a long-term contributor)

providing a custom plugin repo is quite simple though and just requires a specific xml file, which is generated with this MR and hosted via gitlab pages
