set credentials from auth manager

19-allow-auth-config into main
  • allow usage of QgsAuthManager to set credentials for the webapp's database connection
  • don't treat PGSERVICE separately since it can be mixed with other connection params (e.g., not contain a password)
  • small fix in copy_to_qgis script to (re-)allow non-default plugin dirs
