Do not display quality indicators that are not yet implemented.

As long as our dataset schema does not contain a direct link to download a dataset, the category interoperable and the field Accessibility.download are not calculated but set to default values.

This will raise a lot of questions during MVP launch, therefore I suggest to drop the display of these indicators altogether until we have implement them properly.
