harvester for water quality gauging stations in Baden-Württemberg

While trawling for data on the water level gauging stations in BW, we discovered another dataset for a number of water quality stations. Due to the usefulness of these data for the upcoming editorial article and the similarities between both datasets, we decided to included as well.
