Clean english locales from titles and descriptions in CSW harvesters

Especially in the CSW harvester "umweltportal-sh" there are many (760) datasets that contain an english locale variant in both the title and the description.

One example is umwelt.info: Makrophytische Grünalgen im Schleswig-Holsteinischen Wattenmeer 1997-07-15 -> Umweltportal SH

This fix removes the english locale.
