Setup scheduled maintenance tasks

We should use GitLab's scheduling functionality to automatically certain maintenance tasks like performing full system updates (and hence reboots) and updating OpenStack base images. Either a daily or weekly schedule seems appropriate at a nightly time (that does not interfere with harvesting) would seem appropriate.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
