Automatically deploy CI runners onto development VM

All OpenCoDE-provided CI runners seem to be unavailable today and I had to start GitLab runner on my development VM to mitigate this. Generally speaking, automatically registering development VM as Docker-based group runners might be a nice thing to do and make the most efficient use of our computing resources.
