Provide UMTHES cache copy in "entwicklungs" VM

To enable working on test systems with auto_classify enabled it is necessary to have an initial copy of the UMTHES request cache on md.umwelt.info, as an initial pull takes severall hours.

There are a few issues with this: md.umwelt.info and the test system use two seperated networks, and for security reasons there should be no direct access between these networks.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
