Set up Prometheus and Grafana

We should set up a VM in the testbetrieb network to run Prometheus and Grafan to collect and visualize metrics from the metadaten and proxy VM and services.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
