Set up mail gateway and Prometheus alerting

We will certainly want to enable Prometheus's alerting functionality using electronic mail as the transport eventually. To do so, we will need to set up a mail gateway (outgoing only with NULL MX record) on the proxy, probably as tb.umwelt.info (testbetrieb).
