Document certification issuing process

As a cloud service provider, I want to know what actions are required of me in order to obtain an SCS certificate of a certain type.

From my point of view, I'd like to make progress with https://github.com/SovereignCloudStack/standards/issues/316, which of course should be compatible with the process we devise here. Besides, SIG Standardization/Certification suggested that Cloud&Heat work on the process.
As far as I understood the discussion in Team IaaS, each cloud should contribute a node pool to the SCS Zuul instance. Then I guess, each cloud would have their own Zuul project where they supply their secret (encrypted clouds.yaml).
Tasks:

Create a document that has the desired content and that adheres to scs-0001. -
Involve the CSPs and achieve a version that they approve of.
