tools/flavor-name-check.py: Should have a compliance test mode that checks for mandatory flavors.

We already test for SCS- flavors to pass the specification. We should add a possibility to check whether all mandatory SCS flavors are available, so we have a rather complete test for compliance with the SCS flavor specification.
