Enable metrics service (and possibly more) by default

It would seem that a metric service should be deployed into the cluster by default, as this is a rather basic standard requirement. Before doing so, understand the reasons for it not being included by default upstream. Likewise: Other standard services that we need? (We already have CNI, CSI and openstack roles...)
