Detect custom CA and transfer to capi management server

As creator of a cluster management host, I expect the terraform/Makefile logic to detect that a custom CA is used and that the needed cacert.crt is transferred over to the capi management server and made available there in the openstack clouds.yaml for usage by the openstack client tools.
