changes for the new release 

- change OIDC_ISSUER default behavior

- enable TURN config for livekit

- add livekit config file option

- update livekit init, remove unused variables

- env var HELPDESK_URL added

- update default value for HELPDESK_URL to https://opentalk.eu/support

- update VIDEO_BACKGROUNDS default value to "empty"

- update container image tags

- Update README
