add ADR-0001: Separating Government and Citizen Homeservers

This ADR documents the decision to deploy two separate Matrix homeserver instances within the project infrastructure: One for citizens, one for administration users.
The rationale includes improved security separation, clearer operational domains, and alignment with public sector compliance expectations.
While this one works as a standalone ADR, its sibling ADRs !9 and !11 depend on it and it may make sense to review all at the same time.
