[Epic] Extension of FIT-Connect SDK for government agencies

As a vendor of a Fachverfahren (public agency IT systems), I want to be able to use an SDK so that I can integrate Neo as easily as possible.

Scope

Objective: Make the FIT-Connect SDK talk/ communicate with Matrix backend so that when the vendor of a Fachverfahren (public agency IT system) implement their processes, they will be able to easily communicate with citizens.
