Kubernetes health dashboards

Adds a new dashboard per application, which monitors the health of the Kubernetes components comprising the application. The dashboards are generated using the grafonnet library. A deployment of the dashboards can be found on https://grafana.opendesk.site/dashboards/f/be5wy3a6dw6wwb/
