Draft: fix for uvp_verbund to remove pseudo datasets

UVP Verbund ST creates a number of pseudo datasets, which do not point to actual entries on the UVP website. They all originate from ST and they all refer to either employees or departments of the Sachsen-Anhalt environmental ministry. They are all characterized by the lack of a description, which can be used to filter them out.
