added another date-format to csw harvester to fix a problem in geodatenkatalog

Since time_ranges were added to the csw harvester, we are getting a new round of error stemming from unusual or outright wrong time formats in some of the datasets. In this MR, I addressed errors originating in the geodatekatalog. A number of datasets are using the '.' as a seperator instead of the more common '_'.
