Convert FloraWeb scraper into harverster where an XML-based API is available

Our FloraWeb harverster currently uses a scraper and retrieve species information via https://www.floraweb.de/xsql/artenhome.xsql?suchnr=25203. Alternatively, an XML-based API with the same information is available at https://www.floraweb.de/xsql/artenhome_xml.xsql?suchnr=25203. Switching to the XML-based API may improve our results and as such the section to scrape species information needs to be replaced by a harvester which access the XML files of FloraWeb.
