Extend CSW to support multiple identification informations

We currently encounter exactly one dataset which contains more than one identification, i.e. a data and a service identification. Since the data identification contains only auxiliary information in this case, we explicitly prefer the service identification. Since this might not be useful as a general strategy we should revisit this in the future.
