Do not store full responses in production

With the automation set up, shell access to the production host is not assumed any more and we will have to diagnose issues by reproducing them locally anyway. Hence this disables storing responses when REPLAY_RESPONSES is not set to avoid the overhead on the production machine. Based on that, key generation is performed lazily, so this cost is also not payed by production runs.
