Scraper for Energieatlas Saxony-Anhalt

The scraper generates metadata for Energy Atlas Saxony-Anhalt. For each panel in the categories "Förderung + Beratung", "Erneuerbare Energien", "Klimaschutz + Effizienztechnologien", "Bauen/Sanieren + Mobilität", "Zielgruppen" a metadataset should be integrated to md.umwelt.info. Duplicated panels should be removed while harvesting. The html-structure of the respective webpages should be used to fill out metadata fields such as title, description, ressources, contact, geospatial reference, time reference and provenance (The developer should identify the exact suitable set of metadata fields).
