duplicate IDs

BSI: CAP_SYS_ADMIN has 30e8cb50-d93f-42a1-b022-ec7de7ab7b65 upstream and in policy-spec.json

BSI: Process with UID 0 h has 7760a5f3-bca4-4ca8-94a7-ad89edbc0e2c upstream and in policy-spec.json

I have to:

  1. fix this in policy-spec.json with own IDs
  2. (opt) create a check in policy-generator to check if the IDs of upstream and opencode are identical
