Create new Glossary and define maintenance process

Problem

We need a glossary. This will ensure that the correct vocabulary is used throughout the project. It will also ensure that we use consistent language.

Goal

The goal is to produce a first draft of the glossary containing the most important definitions, with a clearly defined maintenance process so that the glossary can be expanded as needed.
