RE: Create tickets from reqs from ZaPuK

Problem

There are requirements from ZaPuK that we need to adress during implementation.

We want to transfer clearified requirements to GitLab issues in which these requirements need to be implemented.

Clearified requirements are requirements that are not labeled as needs to be checked.

All clearified requirements from ZaPuK are mentioned in at least one GitLab issue.
These GitLab issues are linked in the requirements list.
If no Gitlab issue exists that fits the implementation of a requirement, one gets created.
