Auto-Update Structurizr CI

Problem:

• we are pinning the structurizr and d2 versions in the architecture CI pipeline
• hence they will not be updated automatically
• but we want to use up to date software

ACs:

• renovate CI from the template repo is applied to the architecture repo
• renovate updates the CI versions of structurizr and d2 automatically
