Define message types and message formats

I as a user, would like to know which message types (Bescheid, Rückfrage, Terminanfrage) are needed by users.

Problems:

• Infrastructural clarification and migration concept need the information, which message types have to be considered in the happy path.

AC:

• review the existing ZBP spec and status-schema used for the ZBP status monitor feature (WIP).
• see tender 2.5.1 (zu prüfen)

Goals: define the structure and set-up of the new ZBP and identify user needs to cover all message types.
