Creation of a domain for the Development Env

I as a user would like to know,

how I can access the Development environment and which domain should be linked, eg https://app.dev.neo.fitko.dev

AC:

• Define the name and include it in the glossary
• set-up the DNS
• add it to the operational manual
• mention it in operation manual (Betriebshandbuch)
• add the link to the ticket
• adjust the range for the IPs, if needed
• document the environment concept in https://nextcloud.fitko.de/f/2070127 -> #183
• certificates
• "Technischer Durchstich" is dependant on the Dev Env

Goal:

• differentiate in between the environments
• link by related "Umsysteme" to the related environment
• connect other peripheral systems to the environment
• connect BundID environment, by inserting Domain URL
