[Epic] Einführung Digitale Dachmarke
User Story
In order to to improve the recognition of public administration services, the umbrella brand (Digitale Dachmarke) needs to be applied to the developer portal.

Acceptance criteria

The header bar (Kopfzeile) is established for the portal and all docusaurus instances. #63 -
The logo (Bildzeichen) is established for the portal.We use the new product logo (see #70 (closed)) instead. -
The new domain (docs.gov.de) is used. -
The design system is established (using the color theme of #70 (closed))
